Investors, who invest in alternative energy, can start to panic.

If the bill №10183 will be adopted – since 2013 the requirements for obtaining a «green tariff» can deteriorate.

And in order to get the desired green tariff, it will be necessary to withstand the stringent standards: the main part of the components and works must be of local manufacture. 30% for those projects, which are put into operation since January 1^st, 2013, 50% - since January 1^st, 2014.

«Freedom Voice» addressed to Head of Verkhovna Rada to refer bill №10183 back for revision. We believe that it is necessary to delay the introduction of such standards in relation to «local content».

This law does not facilitate investments in alternative energy.

If this law is adopted, it will create circle of preferred Companies, who will use «green tariff» on the most favorable terms. This will be Companies owned by Rinat Akhmetov and Andrei Klyuyev.

The first one, Akhmetov openly names himself the owner of the business of wind power generation. The second one, Klyuyev, denies his involvement in solar power plants. However, the market is convinced that he is the owner.

«Freedom Voice» has evidence that Akhmetov and Klyuyev enforced adoption of such law. Although the author of the document, the deputy Igor Glushchenko, is considered to be the main Akhmetov`s energy lobbyist. In particular, he creates the best working conditions for Akhmetov on the electricity market.

Powerful players managed to get permission to build and put into operation its facilities, so they will operate special, much more favorable conditions, for obtaining a green tariff.

Maybe is it time to sell them?

All other «alternative people» were in quite difficult position. To get the green tariff, while building their stations they will have to use a certain percentage of Ukrainian components.

However, the paradox is that they are not produced in Ukraine. Since 2009, when the green tariff came into operation, no one even made the attempt to begin production. It is possible that even the main «players» have not planned it.

It seems they intended to build facilities during three years. And then will sell the produced electricity at ultra-high green tariff, and then - to close the market for all other supporters of green power.

This plans materialize right now.
